This submission concerns the worsening public health emergency reflected in soaring drug-related deaths in the UK, and the lack of an appropriate response by the UK authorities in line with their obligations under Article 12 of the International Covenant on Economic, Social, and Cultural Rights. The UK has consistently recorded the highest number of drug-related deaths in Europe for several years. If it were still part of the European Union, it would currently account for approximately 40% of all drug-related deaths within the bloc. Despite this, government responses have remained focused on punitive measures that harm people who use drugs, with limited funding, support, or outright prohibition of essential harm reduction services.
