This report provides a background to Irish statistics on drug and alcohol use. It also outlines Irish drug policy since the 1980s and describes the primary preventive measures in place. The report also deals with the problem of homelessness in Ireland, the risks that homeless people (particularly young people) face and the measures and services that provide care from them currently in place. The report describes a project undertaken by the MQI in setting up an outreach service targeted at young people living on the streets at risk of drug abuse. Over a three-month period the outreach team made contact with 116 clients, with over half of the clients under the age of 25. The vast majority of contacts (83%) were only met once by the outreach team. This report also outlines the history of "dance drugs" in Ireland and the development of the website www.clubscene.ie by MQI for users of dance drugs such as Ecstasy.
