This document presents the evaluation framework for the PHS evaluation of the Scottish Government's National Mission on Drug Deaths. It sets out the main evaluation questions and explains how PHS will approach the evaluation.
The National Drug Deaths Mission was announced by the Scottish Government in January 2021, in response to unacceptably high levels of drug deaths in Scotland. The National Mission was launched to reduce drug-related deaths and improve lives impacted by drugs. A wide range of initiatives falls under the umbrella of the National Mission. The National Mission includes, for example:
- standards to improve Medication-Assisted Treatment (MAT)
- a programme to improve access to residential rehabilitation
- pilot programme of a Safer Drug Consumption Room in Glasgow
- expansion of the Take Home Naloxone programme
