This publication contains a list of manufacturers authorized by Governments to manufacture narcotic drugs and psychotropic substances. The list is brought up to date and reissued on an annual basis by the Secretariat to the Governing Bodies Section (unodc-sgb@un.org), United Nations Office on Drugs and Crime. The list was first  published pursuant to provisions of article 20 of the 1931 Convention for Limiting the Manufacture and Regulating the Distribution of Narcotic Drugs; it was continued under the provisions of that Convention as amended by the 1946 Protocol; and is now issued by decision of the Commission on Narcotic Drugs on the basis of information supplied pursuant to article 18 of the Single Convention on Narcotic Drugs, 1961, and of that Convention as amended by the 1972 Protocol, and article 16 of the Convention on Psychotropic Substances, 1971.

Part I: The contents of the present list are based on data provided by States both parties and non parties to the relevant treaties on the control of narcotic drugs and psychotropic substances. It reflects data entered on the UNODC data collection portal (https://dxp.unodc.org) - Annual Report Questionnaire for 2021, Module 13 entitled “Legislative, institutional and strategic framework” - National Manufacturers Registry. This list is presented on a country-by-country basis in two columns. The name of each authorized manufacturer is given in English alphabetical order in the first column; if the address of the manufacturer has been made available, this information is also given in that column. The second column lists the narcotic drugs or psychotropic substances; narcotic drugs and psychotropic substances authorized for manufacture are indicated with one asterisk; narcotic drugs and psychotropic substances reported to have actually been manufactured during the year are indicated with two asterisks.

Part II: Further to a request formulated by the Economic and Social Council in resolution 1995/20 of 24 July 1995, Governments have been asked also to submit data on manufacturers of substances in Table I of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988. Data received from Governments are reflected in that Part.

The present publication is complete in itself, and may also be used in conjunction with the "Multilingual Dictionary of Narcotic Drugs and Psychotropic Substances under International Control" (ST/NAR/1/Rev.2, ST/NAR/1/Rev.2/Add.1, ST/NAR/1/Rev.2/Add.1/Supplement and ST/NAR/1/Rev.2/Add.1/Supplements 2 to 6), the “Multilingual Dictionary of Precursors and Chemicals frequently used in the Illicit Manufacture of Narcotic Drugs and Psychotropic Substances under International Control” (ST/NAR/1A/Rev.1 and ST/NAR/1A/Supplement) and with the "Competent National Authorities under the International Drug Control Treaties" (ST/NAR.3/2022/1), which lists the titles and addresses of competent national authorities empowered to issue certificates and authorizations for the import and export of narcotic drugs and psychotropic substances. The designations employed and the presentation of material do not imply the expression of any opinion whatsoever on the part of the Secretariat of the United Nations concerning the legal status of any country, territory, city or area or any authority, or concerning the delimitation of any frontiers or boundaries.
