Using the 'open space' qualitative methodology, 60 health and social care officials attended an event to examine considerations in formulating a region-wide policy on Hepatitis-C and the optimum approach to these considerations. The result is the identification of a range of issues that may be of use to health care planners in creating a response to Hepatitis-C infections.
