This policy document outlines the views of the Coalition of Communities Against Drugs (COCAD). The drugs problem is a multi-faceted one requiring a national approach but stresses that contributions need to be made by community groups and not just civil servants or academics. The report addresses different topics associated with the drugs problem in Dublin such as the justice system, treatment and rehabilitation and the role of local authorities.
