This report outlines the activities that the NICDTF was involved in its first phase, including research, treatment, rehabilitation, training & employment and family support. The task force was also involved in drug awareness programmes and general education. Factors that impeded progress in the first phase were noted, in an effort to facilitate progress in the second phase.

The key objectives for the second phase are listed as information, assessment and analysis; building on existing support to projects; resourcing identified gaps in services, and innovation. Projects for the second phase are listed under the following headings: treatment and rehabilitation, prevention and education, supply/ control and community development/ infrastructural development. The report outlines the proposed funding for all these projects.
