This report focuses on policy issues and their impact on drug use in Ballymun. The following factors were examined: education and prevention; housing policy and the eviction of anti-social tenants; supply reduction; and treatment and rehabilitation. It was recognised that in addition to lack of amenities, living with addiction, experimentation, peer pressure and curiosity also contributed to drug use.

In order to promote awareness of drug policy issues Community Action Programme Ballymun (CAP) brought various groups and interested parties together to develop Position Papers under the headings outlined above.
