The objective of this study was to provide reliable information about the relationship between the use of illicit drugs and the commission of crime in the Dublin metropolitan area. After an extensive search of all Garda records held at station level, 4,105 individuals were identified with certainty as users of hard drugs. The majority of these individuals were male, unemployed, single and living at home. Three sets of data were analysed for this project: (i) a database of known hard drug users; (ii) questionnaires completed by individuals selected from the database; and, (iii) all detected crime recorded between September 1995 and August 1996.

For the questionnaire survey, 352 individuals were randomly selected, according to Garda districts and were interviewed by Garda members. 19,046 indictable crimes were detected in the Dublin metropolitan area during the time under review and 7,757 individuals were apprehended for these crimes. Of those individuals, 3,365 (43%) were identified as users of hard drugs. Drug users were responsible for 66% of all detected crimes in Dublin. It is estimated that drug users commit approximately three crimes for every one committed by non-drug users. Drug users were responsible for 85% of detected aggravated burglaries, 84% of detected offences of larceny from the person and unattended vehicles and 82% of ordinary burglaries. Non-drug users were responsible for the majority of detected crimes using violence, 83% of sexual offences and 78% of murders and assaults. Using a series of estimates and calculations, the author provides a rough estimate of the percentage of crime committed by drug users, a figure he estimates to be about 42%.
