2769. Deputy Erin McGreehan asked the Minister for Children, Disability and Equality the supports that are specifically available for children living in households affected by parental substance misuse; and whether additional trauma-informed early intervention services are planned. [55329/26]

Minister for Children, Disability and Equality: The Department of Health leads Government policy on substance misuse through the national drugs and alcohol strategy “Reducing Harm, Supporting Recovery 2017-2025”, a whole-of-Government response which aims to minimise the harms of drug and alcohol use while promoting rehabilitation and recovery through a health-led, person-centred approach.

I am aware that the Department of Health is currently working on a successor national strategy, with a draft strategy published in February 2026 by Minister of State at the Department of Health, Jennifer Murnane O’Connor. Action 1.3 of this draft strategy is to “Enhance services and hidden harm programmes for children, young people and families impacted by parental and familial drug and harmful alcohol use.

The adverse experience of children affected by parental substance misuse is often referred to as ‘Hidden Harm’ because these children are often unknown to services and yet they suffer harm due to compromised parenting. While the Department of Health has policy responsibility in this area, I am aware that Tusla are committed to keeping the needs of children affected by parental substance misuse visible in the professional community, ensuring they are identified and supported. Minister Foley also recently met with members of the steering group who produced a report into Hidden Harm experienced by children and young people in Dublin’s Canal Communities. I also understand that both Tusla and the HSE have training resources for health and social service staff to tackle the serious problems children face in these circumstances.

I have asked Tusla to respond directly to the Deputy regarding its provision of family supports in response to this vulnerable cohort.
