This theory of change by Greo's evluation team articulates the different components of the Whole System Approach to Tackling Gambling Harms in Glasgow, the logical connections between them, and how the initiative will work in practice to achieve its goals. It is meant to be used by organizations, groups, and individuals in sectors impacted by gambling-related harms in Scotland. 

Gambling-related harms are an under-addressed area of health and wellbeing in Scotland. Public Health Scotland has long advocated for the importance of addressing gambling-related harms with a cohesive public health approach. Glasgow City Council, in partnership with Glasgow City Health and Social Care Partnership and Glasgow Council for the Voluntary Sector, and with support from local and national partners, including Public Health Scotland, are piloting the Whole System Approach to Tackling Gambling Harms in Glasgow. This pilot project aims to support partners and stakeholders in Glasgow City to build a shared understanding of gambling participation, risks, and harms in local communities, and develop a community-engaged action plan to address these harms with local solutions. Learning from the project will inform the development of a comprehensive Scotland-wide approach to address gambling harms that balances a consistent national framework with community empowerment and local action plans.
