CELAD ( European Committee to Combat Drugs) Report to the European Council meeting in Rome on 13 and 14 December 1990.
Background: The call for a common approach to the drugs phenomenon in Europe was first made by the European Parliament in the mid 1980s. In response, heads of state and government of the 12 Member States of the European Community agreed on the first European plan in the field of drugs 1990.
