The most common offences brought before the courts under the Misuse of Drugs Act 1977 and 1984 in relation to controlled drugs were "possession" and "possession for sale or supply.". In order to aid the courts in determining whether the amount of cannabis in seized cigarettes is for "immediate personal use" or for supply, 2204 unsmoked handrolled cigarettes were analysed for cannabis resin and cannabis content over the period 1980-1996. The cannabis resin or cannabis present in unsmoked handrolled cigarettes was separated under magnification from the tobacco, and the cannabis material was weighed. Handrolled cigarettes containing both cannabis resin and cannabis were not used in this survey, nor were those containing cannabis only. The material was analysed using thin layer chromatography and slides were prepared for analysis. The results show that cannabis resin was present in 2025 of the 2204 cigarettes with an average weight of 102mg of cannabis resin ranging from 1-760mg. 179 cigarettes contained cannabis with an average weight of 260mg. The laboratory issues certificates of analysis outlining the results if its analysis to the courts.
