The Young Person's Facilities and Services Fund (YPFSF) was rolled out in 1998 with the overall aim is to attract at risk young people in disadvantaged areas into facilities and activities that can divert them away from the dangers of substance misuse. Most of the youth targeted would not be in contact with other mainstream youth organisations and with very little recreational amenities available. One of the key objectives of the programme was to develop strategies that would attract the target group into activities provided through the programme. The evaluation (2003) found that some successful strategies employed by the programme staff to attract young people into projects.
