This research conducted by Focus Ireland, Threshold, Society of St Vincent de Paul and Simon Communities of Ireland was carried out to determine what contribution the housing strategies and homeless action plans made at local level to ensuring housing access for all. The study details theoretical and planning contexts, reviews and analyses the housing strategies as well as the homeless action plans, examines the commitment to increased accommodation provision and to increasing access to the types of support available to people who are out of home. Recommendations directed to central government and local authorities address a range of critical social issues and challenges for public policy.
