The focus of this Report is on the re-integration of prisoners into mainstream society. This topic has the potential to be extremely broad. So, in keeping with the Forum’s mandate regarding social inclusion and equality, we have focused on those prisoners who are from disadvantaged backgrounds, are at high risk of marginalisation on release back into mainstream society, and are repeat offenders or at risk of re-offending.
