The aim of this report, which was produced by a committee set up following a recommendation from the Working Party on Drug Abuse, was to investigate the general question of communicating information on drugs to young person. The report present both long-term and short-term recommendations.

The major long-term recommendation is the establishment of a Health Education Authority which would have educational, publicity, research and administrative functions in the provision of education on drugs. A number of specific short-term recommendations are outlined and the report advises that a special group be set up within the departments of health and education to implement these proposals pending the establishment of the Authority. Among the recommendations are closer involvement of health boards in this area, the development of a programme of research into all aspects of drug use, and the establishment of a research library where all reports could be held.
