The College of Psychiatrists of Ireland (CPsychI) made a comprehensive submission to the Citizens Assembly on Drugs (CAD). We note the proposal that those submissions will now contribute to the public consultation in preparation for a new National Drugs Strategy. As some aspects of the drug problem have changed in the past two years and updated data on drug related harms has emerged, we decided to update this document to address this altered landscape. While continuing to support the previously made recommendations in the 2023 CAD submission, we add some additional recommendations here and also update some of the previously made recommendations. CPsychI is concerned about drug use as this activity can result in a range of adverse outcomes for the person but also has potential to cause harm to those around the person using drugs, especially to family. The potential harms to self can include development of a substance use disorder, drug induced mental health problems, accidental overdose, medical problems and adverse events while intoxicated. Psychiatrists play a central and often leadership role in addressing many of these issues in a multitude of healthcare settings. These include specialist outpatient addiction treatment services, inpatient addiction treatment units, general mental health services, dual diagnosis services and in liaison psychiatry support to general medical hospitals.
