This toolkit aims to help civil society organisations (CSOs) provide harm reduction services to incarcerated drug users in Europe. Module 1 assumes that you, as a harm reduction provider, currently have no information concerning this important public health issue and do not know who to contact to discuss your CSO’s support for healthcare delivery within prisons. Module 2 provides further information on what to consider and possibly expect when deciding to engage with, and provide support to, the prison system and the development of harm reduction services for people who use drugs in prison.
Module 1 of this toolkit will:
- Explain why it is important to improve existing healthcare provision to people in prison
- Describe the international and regional principles and standards for such services, including the delivery of a comprehensive package of harm reduction interventions and the response of the EU Drugs Strategy 2021-2025;
- Guide you through the steps to identify and engage with those governmental institutions responsible for the delivery of healthcare services to people in the prisons in your country;
- Provide links to further resources on harm reduction in prisons, including guidelines, advocacy tools, prison conditions, monitoring, and service implementation to strengthen your work and advocacy efforts.
Module 2 of the toolkit shows examples of good practice harm reduction service provision to people in prison. It also provides lessons and recommendations based on these experiences.
