The Drug Treatment Court (DTC) continued to provide a restorative justice alternative to a custodial sentence for persons with drug addiction who have pleaded guilty before, or have been convicted by, the District Court for minor, non-violent criminal charges connected to their addiction. There were 99 participants referred to the DTC programme in 2019. The programme comprises of three stages – bronze, silver and gold. 10 participants graduated at the gold level during the year. At year end, there were 33 participants in the bronze phase, 9 in the silver phase and 4 in the gold phase.
