The INCB annual report, prepared in accordance with the international drug control treaties, examines the global drug control situation, and makes recommendations to Governments and regional and international organizations. The thematic chapter of the INCB Annual Report for 2018 focuses on the risks and benefits of medical use of cannabis and looks at legislative developments on the non-medical use of cannabis.
The Report reviews the functioning of the international drug control system, and calls for the international community to urgently provide further support to Afghanistan.
In the report the Board urges governments to address drug-related crime through formal criminal justice responses, with respect for human rights.
The Report is accompanied by a special supplement on the availability of internationally controlled medicines, as well as the 2018 Precursors report.
