This document outlines four key principles and useful prompts that local areas might consider when commissioning universal and targeted drug, alcohol and tobacco prevention interventions, and specialist interventions for young people already experiencing harms. It also directs local areas to national data sources on the use of alcohol, drugs and tobacco by young people.
