This briefing considers the place of drug and alcohol systems and services within the wider UK context of local public service delivery at a time of complex public service reform and austerity. It examines ways in which greater integration between substance misuse commissioning and services has occurred, in an attempt to provide services which are both more efficient and cost-effective, and which may offer better joined-up support for people with multiple and complex needs.
The briefing acknowledges that fulfilling the dual ambition of delivering better outcomes at a lower overall cost is challenging, but that a number of different approaches have been taken by both commissioners and service providers to attempt to achieve these aims.
