Global Synthetics Monitoring: Analyses, Reporting and Trends Programme - (Global SMART Programme). The ATS (amphetamine-type stimulant) problem has become grave in the recent years and has evolved into a significant human security threat in East Asia. The successful reduction in opium cultivation and production over the past decade and a half in this region, has been mirrored by an increase in the use and trafficking of these synthetically produced drugs.
