Mr. Timmins asked the Minister for Education and Science Information Zoom if she will encourage all schools to consult with parents with regard to the possible introduction of a scheme of random voluntary drug and alcohol testing at secondary level; if she will ensure that her Department covers the costs of such testing; and if she will make a statement on the matter. Minister for Education and Science (Ms Hanafin): I propose to take Questions Nos. 18 and 78 together. The development of school substance use policies is the responsibility of the relevant school authorities. Under Action 43 of the National Drugs Strategy 2001-2008, guidelines for developing a substance use policy were drawn up by my Department in consultation with the Department of Health and Children and the former Health Boards. A partnership approach based on the “whole school” model is recommended for the development of the policy which would involve the participation of parents/guardians. These guidelines were originally issued to all schools in October 2002.
