Researchers at the National University of Ireland, Galway, did the survey. Previous surveys were conducted in 2006, 2002 and 1998 (</font><a href=""http://www.nuigalway.ie/hbsc""><font color=""#0000ff"" size=""2"">www.nuigalway.ie/hbsc</font></a><font size=""2"">).</font>&#160;</p><p><img alt="""" style=""width: 160px; height: 172px"" src=""/fckeditor_UPLOADS/image/Cover%20-%20Alcohol%20and%20cannabis%20use%20among%20school%20children%20in%20Ireland.png"" /></p><div><font size=""2"">Overall, 46% of children (aged 10–17) reported that they had consumed an alcoholic drink at some point in their life, a fall of seven percentage points on the 2006 figure of 53%. Girls (43%) were less likely than boys (48%) to report drinking alcohol, and as children grew older they were more likely to report drinking alcohol. </font></div><div>&#160;</div><div><font size=""2"">The proportion of children (aged 10–17) who had consumed alcohol in the 30 days prior to the survey was 21%, a fall of five percentage points on the 2006 figure of 26%. Boys (22%) were more likely than girls (19%) to have had alcohol in the last 30 days. </font></div><div>&#160;</div><div><font size=""2"">Twenty-eight per cent of children reported having been ‘really drunk’ at some point in their life, a fall of four percentage points on the 2006 figure of 32%. More boys (29%) than girls (26%) reported this, and the proportion reporting drunkenness increased with age: 4% of 10–11-year-olds, 16% of 12–14-year-olds and 52% of 15–17-year-olds. Children from lower social class groups were more likely to report having been ‘really drunk’ than those from middle and higher social class groups. The proportion who reported having been ‘really drunk’ in the 30 days prior to the survey was 18% in 2010 and 20% in 2006, a marginal decrease which may be explained by sampling variation or the sample representation by socio-economic group.</font></div><div>&#160;</div><div><font size=""2"">Eleven per cent of 15-year-old girls and 15% of 15-year-old boys had their first episode of drunkenness at the age of 13 years or under.</font></div><div>&#160;</div><div><font size=""2"">Eight per cent of children (aged 10–17) reported having used cannabis in the 12 months prior to the survey, a halving of the 2006 figure of 16%.&#160;More boys (10%) than girls (6%) reported such use. The proportions increased with age: for example, 1% of 10–11-year-olds compared to 17% of 15–17-year-olds reported such use. </font></div><div>&#160;</div><div><font size=""2"">Five per cent of children reported having used cannabis in the 30 days prior to the survey, a fall of two percentage points on the 2006 figure of 7% which may be explained by sampling variation. &#160;More boys (7%) than girls (3%) had used cannabis in the month prior to the survey. </font></div><div>&#160;</div><div><font size=""2"">The HBSC survey is a cross-national research study conducted in collaboration with the WHO Regional Office for Europe (www.hbsc.org). The survey runs on an academic four-year cycle, and in 2010 there were 43 participating countries and regions. HBSC collects information on the key indicators of health and health-related attitudes and behaviours (including alcohol and cannabis use) among young people aged 11, 13 and 15 years. In Ireland, the HBSC 2010 survey collected data from children aged 9 to 18 years, and the data analysed on alcohol and cannabis is for children aged 10 to 17 years. </font></div><div>&#160;</div><div><font size=""2"">A nationally representative sample of primary and post-primary schools in Ireland was randomly selected and subsequently, within schools, classes were randomly selected. The HBSC questionnaire was developed by the international research network and is administered by teachers and completed by the selected students. Younger children receive a shorter questionnaire. Just over two-thirds (67%) of invited schools and 85% of students participated in the survey. Compared to the 2006 survey, the 2010 survey had higher representation from social classes 1 and 2 and lower representation from social classes 3, 4, 5 and 6.</font></div><div>&#160;</div><div><font size=""2"">Overall, there was a decrease in self-reported alcohol and cannabis use among school children in Ireland in 2010 when compared to 2006. This may represent a true decrease, possibly owing to children having less pocket money in recent years, or it may be the result of sampling variation, or a combination of both factors. These decreases are welcome, but we must note that at least one in ten 15-year-olds has been drunk by the age of 13, and that more than half our 15–17-year-olds have been drunk at some point in their lives.&#160;It is illegal to sell alcohol to children in Ireland, and public health professionals recommend that children should not drink alcohol. This is because the relative immaturity of the adolescent brain compared to that of an adult renders excessive drinking especially hazardous for young people. As far as we are aware, this is the first study of its kind in this country to focus on the links between off-licence density and harms in under-18s. 

The analysis uncovered a moderate but statistically significant relationship between the density of off-licensed premises and alcohol specific hospital admissions in young people under-18-years-old per 100,000 of population. Our findings suggest that the greater the availability of alcohol, the greater the risk of young people suffering alcohol harm. Therefore, the changing nature of where we buy and consume alcohol may have an impact on the risk of harms to young people. 

Limitations in the recording of alcohol-related conditions in hospitals and A&E departments means that the results from this study are likely to be an under-representation of the true picture of harms impacting on young people. The purpose of this research was to determine if attitudes are different according to age group. Questions ranged from opinions on public drinking, peer pressure and relationships with parents/guardians. The study groups were divided into three categories. It was clear that the 12/13 year age group overall were still at the stage where they agreed that drinking alcohol was against the law for young people, they were at times quiet
judgemental and used either stereotypes or education to influence their answers.

While the 14-16 year age group were at the stage where drinking alcohol was seen to them as the norm and their answers very much reflected on their social life and their friends, they were not looking at consequences and saw no harm in the activity. The 17/18 year age group were at a reflective stage and at times their answers were quite similar to the 12/13 year olds, this time using life experience/education, they were starting to look at consequences. This research has shown that there are significant changes in attitudes to alcohol among young people; the 12/13 year olds not having a vested interest, to the 14/16 year olds at the stage of experimenting, to the 17/18 year olds now assessing their use. <div>According to the Joint Committee’s report, sport is integral to a healthy lifestyle; it is an outlet for all age groups and can provide physical and mental benefits to participants, improving their life expectancy, quality of life and mental health. Urging that society ‘must utilise every opportunity to take advantage of the positive impact of sporting activities to offer an alternative to underage drinking’, the report recommends the following actions:</div>

<div><strong>·  </strong>       Provide alcohol-free and affordable sporting facilities for young people where they can go at night and engage in sports activities of their choice. Consult with young people on what these facilities should provide and involve them in their management.</div>
<div><strong>·</strong>         Develop the physical education syllabus and sporting activities within schools, to encourage physical activity among young people. Increase the number of qualified physical education teachers and ensure that all students receive a minimum of two hours physical education per week.</div>
<div><strong>·  </strong>       Provide exchequer and lottery funding for alcohol-free sports within defined criteria.</div>
<div>·         Examine the feasibility of phasing out, in as short a time as possible alcohol sponsorship of sport.</div>

<div>The report states that the issue of underage drinking and the attitudes which young people hold towards alcohol must be addressed. It claims that Irish society continues to demonstrate a worrying ambivalence in its attitude towards alcohol and that this hinders the many positive initiatives aimed at combating the problems associated with underage drinking. It concludes that using sport as a means to tackle underage alcohol use is just one part of the solution; it is also necessary to introduce policy measures which deal with overall alcohol consumption in Ireland. </div>

Key findings in the report included:
 

While 77% of the total respondents report that they drink alcohol, 15% reported that they got drunk for the first time before they were fourteen years old;

The great majority (89%) of respondents report that their parents are aware of their drinking;

1 in 5 sixteen year old respondents report that they purchase the alcohol they consume themselves;

More than one third of respondents reported that they had taken drugs;

The reported prevalence of mental health difficulties such as depression, self-harm, eating disorders or feeling suicidal was noticeably higher amongst those respondents who also reported the use of drugs
 

The UNICEF Ireland report concludes that ‘What is absolutely clear from the responses to this survey is that drugs and alcohol are both widely available and widely used amongst many young people living in Ireland.
