This report investigates how Kilbarrack Coast Community Programme (KCCP) relates to its clients in an effort to increase the effectiveness of a community drugs programme which is working under serious constrictions. The report suggests a different way of working with problem drug users which has policy implications not only for other voluntary/community organisation but also for the Health Services Executive (HSE), which has a statutory obligation in this area.
