In 1997, FAS designated 1,000 Community Employment places specifically for people who were seeking to stabilise their problematic drug use. Key objectives included providing training and education opportunities to help individuals prepare to access the labour market. A comprehensive evaluation looking at the implementation, operation and perceptions surrounding the scheme, was ordered in 2004 and was carried out by an external research consultant Dr. Alan Bruce.
