This report examines the issues, policies and practices faced by heroin users in Tallaght and the links between homelessness and drug use. The report shows that there are strong links between homelessness and drug use, a situation which the report feels is not reflected in state policy or agency responses which impacts negatively on the experience of homeless drug users. The report feels that there is no coordinated approach by various statutory bodies and that homeless drug users feel penalised and "unseen". Interviews with homeless drug users reveals a range of issues including poor sleeping and living conditions, discriminating treatment by service providers, inadequate medical support and inaccessible bureaucratic systems which have to be penetrated by already vulnerable people living in chaotic conditions. The report calls for adequate financial and human resources; considered national policy coordination and improved local services in Tallaght.
