This report contains social indices for the partnership areas (population, lone parent numbers, unemployment levels, housing, education, community development/ activity). The total population of the partnership area is listed as 13,079, of which 37.3% are listed as dependent. Lone parents head 40% of the family units, and 29.4% of the population is unemployed. Over 50% of the population left education at 15 years or younger, with only 4% in education after the age of 19. Within the report an extensive SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis is listed in order to aid the development of the action plan. The report outlines in detail four separate area-wide programmes by which it aims to consolidate its activities. The "Sparks" programme is concerned with tackling educational advantage; "The laying the tracks foundation" is concerned with unemployment, employment and enterprise. The "building from within programme" is involved with community development and the "Creating partnership programme" relates to continuing the process of building partnership. Within the report each of the four programmes has a fully detailed budget and plan. The report also lists several criteria to judge evaluate the progress of the partnership.
