This is the fourth and final report of the Commission on Liquor Licensing. The report deals issues that are central to the liquor licensing system. The Commission's terms of reference required it to review the scope for a system of additional licences. The response to that is contained in this report and it is a response that takes into account the conflicting problems that confront us at this time. This report also deals with proposals for changes in trading hours and provisions relating to registered clubs. In all of these areas the Commission has sought to strike an appropriate balance between competing interests and competing policy objectives. This is reflected in the Commission's recommendations for legislative changes.
