The Minister for Justice announced in May 1996 the establishment of the National Steering Group on Deaths in Prison comprising of representatives of various disciplines involved in the care of prisoners. The terms of reference of the Group are:
(a) to review deaths in custody since 1991,
(b) to look at the recommendations contained in the Report of the Advisory Group on Prison Deaths published in August 1991, and
(c) to make whatever further recommendations, if any, deemed necessary
