This report investigates the extent of substance abuse in South Kerry and proposes strategies for its prevention from a community development perspective. Stakeholders including the Gardaí, educators, health and community workers, government officials were interviewed. The report includes background material on substance abuse, terms and definitions and descriptions of specific substances and their effects. Recommendations are made to deal with alcohol, cigarette and other substance abuse.
