This action plan was designed to complement the Eastern Health Board's service plan and as such greater emphasis was placed on preventative strategies, projected costs being divided on a 70:30 basis. The plan reports that problem drug use in Clondalkin is overwhelmingly concentrated among young males in the 15-24 age range and is largely concentrated in particular estates in North Clondalkin. The minimum estimate of opiate users among 15-24 year olds in Clondalkin was 5.02%, or 2796. There was an increase of 28% of those presenting for treatment between 1996 and 1998. The progress of the task force is reviewed and a revision of the strategy is provided.
