In 2013, the Department of Health, in conjunction with Northern Ireland, commissioned the Sheffield Alcohol Research Group (SARG) at the University of Sheffield to conduct a health impact assessment as part of the process of developing a legislative basis for minimum unit pricing.

Professor Frank Murray, Chair of Alcohol Health Alliance Ireland and President of the Royal College of Physicians of Ireland, has welcomed the publication of the report from the University of Sheffield on the Minimum Unit Pricing (MUP) of Alcohol in the Republic of Ireland.

He said, "Evidence has shown that the introduction of Minimum Unit Pricing, especially among problem drinkers and young people, reduces alcohol consumption. MUP is the single most important aspect of this legislation. It will reduce the flood of harmful cheap alcohol that tends to be predominantly consumed by underage and young drinkers who binge drink, as well as hazardous drinkers. Evidence from Canada shows that it will immediately mean that lives are saved and that fewer people are harmed as a result of their use of alcohol."

The report from the University of Sheffield highlights the very significant impact of MUP on alcohol harm.
