A confidential mail survey of executive directors or agency heads, and staff of specialized substance abuse treatment agencies and services was conducted during May–November 2004. The objectives were to explore issues related to workforce development: 1) Staff training, recruitment and retention; 2) Professional development; and 3) Support for service enhancement mechanisms.
